Regional Climate Action Plan (ReCAP)
The Regional Climate Action Plan (ReCAP) describes what we can do by working together to create a region that is climate resilient, with healthy and diverse natural environments, low emissions and connected communities.
We know from our success so far that we can do more when we work together, and the ReCAP identifies opportunities to enhance and accelerate action through partnerships between the councils, community organisations, businesses, households, state government agencies and other regional climate partnerships.
We developed the ReCAP after listening to our community, young people, Kaurna, businesses, council staff and Elected Members. More than 900 people shared ideas and provided feedback.

The ReCAP was developed in consultation with our community, elected members and stakeholder groups.
In 2022 the Resilient South partnership asked the southern Adelaide community and key stakeholders what they thought Resilient South should be doing together to support the community to reduce emissions and prepare for or respond to climate change. We also asked what you think a future “climate-ready” southern Adelaide region should look like. Community input from the four Resilient South councils was collated and a summary of regional feedback prepared.
Following this, a report describing what we heard from the region’s community as well as other stakeholders including young people, businesses and Kaurna was prepared and presented to regional Council Members.
In January 2023, we asked the community to share their thoughts on what we should be doing to reduce emissions and prepare for or respond to climate change. We also asked what our future “climate-ready” southern Adelaide region should look like.
The Resilient South partners took public feedback to write a draft plan, which focused on what the Resilient South councils should do to adapt to a changing climate and further reduce greenhouse gas emissions across southern Adelaide. We also incorporated feedback from key stakeholders, including the agencies that we work with, Kaurna representatives, young people, and a general community survey. This was the biggest community consultation we’ve undertaken, with responses from nearly 5,000 residents.
In November 2023, we asked for community feedback on the draft plan on Your Holdfast, Making Marion, Your Say Mitcham and Your Say Onkaparinga. You can read the engagement summary here.
The final plan was presented to the Council Chambers of the Cities of Holdfast Bay, Marion, Mitcham and Onkaparing in February-March 2024. The ReCAP focuses on what the partners will do together, including how we can support and partner with others to progress change. It builds on our success over the past decade and provides a platform to nurture the relationships we have formed and develop new partnerships to benefit our region.
WORKING WITH YOUNG PEOPLE
Young people are deeply concerned about climate change and despite bearing the brunt of ongoing impacts, are some of the most disenfranchised voices. We wanted to make a special effort to speak to passionate young people about their climate concerns and how we can make sure we are meeting the needs of young people.
WORKING WITH KAURNA
Resilient South is traditional Kaurna land and our first nations people have a deep connection with this land, its climate and living things. We are working with Kaurna people, including representatives from the Kaurna Yerta Aboriginal Corporation and Warpulai Kumangka.
WORKING WITH OUR PARTNERS
Resilient South collaborates with other agencies in southern Adelaide and in nearby regions. Key stakeholders include Green Adelaide and our neighbours AdaptWest, Resilient East and Resilient Hills and Coasts.
